State Program on “Provision of Educational Establishments in the Republic of Azerbaijan with Information and Communication Technologies” (2005-2007)
The general characteristic of the program
1. 1. The objective of the program
The main objective of the program is to create a unique educational informational sphere serving for raising the quality of education using new informational technologies, providing citizens with equal opportunities for education in all stages and levels, giving chance to educational informational system of the country for integration into world educational system and to prepare people to informatizationed society. In order to provide educational system with informatization is taken into account to carry out expedient meetings in the following directions: formation of a unique informational space of educational system; adoption of new informational technologies based on computer technique and using its all opportunities: providing of efficient management of educational system of the country: raising of productivity of scientific-methodic works: creation of efficient relations with educational establishments of the world countries by means of international informational nets.
1.2 The main obligations of the program
The complex solution of the following obligations is necessary for reaching the goal put forward and providing the efficient usage of single informational space:
· the provision of secondary schools with modern types of computer equipments
· the teaching of usage of new informational and communicational technologies of secondary schools’ teachers, administrative and technical workers in their activity area.
· the development of normative and methodical base on usage of informational and communicational technologies in education
- the development, spreading and application of modern electronic materials, electronic textbooks, electronic libraries, digital teaching resources used in the teaching process in the Azerbaijan language.
- The establishment of the informational infrastructure of educational system of the Azerbaijan Republic (including resource and informational systems in all levels of scientific-methodic, scientific-research, improvement of professional skills)
- the development of the methodology of modern education on the basis of informational technologies, the scientific-methodic providing of informatization process: the establishment of distant educational service for pupils: the establishment of educational portal and sites:
- The development of terminology and its inclusion to scientific turnover on the basis of informational and communicational technologies in the educational and scientific-methodical editions in the Azerbaijan Language.
2. Forthcoming results
At the moment 1600 teachers whose primary profession is “information science teacher” work in secondary schools of the country. According to the demands of the day real need to information science teachers in schools is about 10000 persons. Besides the development of informational and communicational technologies, their usage by different subject teachers in the educational process requires the preparation of computer classes for this process. The downloading of the necessary software and participation of the assistant personnel for helping teachers in computer classes is necessary. The solution of this problem will establish about ten thousand new work places in the country in forthcoming 2005-2007 years. The courses on improvement of professional skills of teachers will be organized by the Ministry of Education in Baku, Nakhchivan, Lankaran, and in the branches of the Azerbaijan Teachers’ Institute.
As a result of carrying out the project:
- 4521 schools will be supplied with computer equipments and will be connected to internet;
- One computer will be allocated to every 33 pupils in secondary schools of the country. The use of informational and communicational technologies will rise to the new level;
- About 10000 work places will be opened in the country within three years.
- The variable organization of the educatonal process will be possible.( Internet-school, distant education);
- The general informational standards of pupils and teachers will be formed;
- A new informational educational sphere will be created; transition to informational society will be realized.
3. The main financing sources.
The financing sources of the program are the followings:
- The state budget of the Azerbaijan Republic;
- Resources of donor organizations;
- The other sources not being contrary to legislation.
