State Program on informatization of educational system in the Republic of Azerbaijan in 2008-2012


1. General principles

1.1 Existing situation

The development of information and communication technologies (ICT) in the condition of economical formation based on knowledge is one of the important indicators of intellectual and scientific potential of the country. It is safe to say that first of all the ability of competition of countries in the globalizing world is formed by the definition of their efficient usage of ICT.

Implementation and integration of ICT to education is an essential matter influencing directly to the formation of new generation of Azerbaijan citizens having modern knowledge and abilities.

Development of ICT infrastructure in educational system and bringing its implementation to the level of world standards has been one of the priority directions in our country within the last years. Different projects and activities have been carried out on the implementation of ICT to educational system that directed to the establishment of ICT infrastructure in educational establishments being one of the necessary stages of educational reforms of the country in this period.

“The program on provision of information and communication technologies in secondary schools in the Republic of Azerbaijan (2005-2007 years)” approved under the Decree №355 dated 21 August 2004 by the president of the Republic of Azerbaijan had great importance.

As a result of execution of the program positive evolution on the provision of secondary schools with information and communication technologies was achieved and attention to the formation of educational system on the basis of ITC considerably increased.

At present 82 per cent of 4562 secondary schools, 42 or 45 per cent of 107 technical-professional schools, 51 or 91 per cent of 56 state vocational schools, and all higher schools of the republic have been provided with computer equipments. According to information by the end of 2007 there is one computer for every 29 pupils on 5-11th forms in secondary schools and one for every 28 students in state higher schools.

Training of pedagogical personnel on ICT was one of the problems in the centre of attention. 12232 teachers took special training courses on information and communication technology that composes 7 per cent of pedagogical personnel in the last three years. 391 persons of 12367 professorial-teachers personnel (3, 2 %) in state higher schools, 90 teachers of vocational schools (1, 3%) took special training courses on information and communication technology in the last five years.

A number of practical works have been done in the direction of integration of information and communication technology in educational system and modernization of educational process in content in the country recently. Programs on ICT for all educational stages were prepared and approved; primary experiments on distant education were carried out. At present information resources of educational portal are going to be formed, sites of some educational establishments were created and are kept in active case. Works on creation of informational systems on education management, the implementation of information and communication technologies in secondary schools and the training of qualified pedagogical and assistant personnel on information and communication technology had begun.

At the same time the present level of implementation of modern information and communication technologies in educational system of the county cannot be considered satisfactory by existing opportunities of developing economy or integration to world educational space. Contrary to advances in the provision of educational establishments of the country with the computer equipments, the level of information infrastructure of educational system is far from the demands of the day.

The large-scaled implementation of modern educational technologies first of all intends improvement of provision of educational establishments with computer equipments. Optimizing of pupil (student)/computer correlation all over the country, especially in regions and villages is one the most important forthcoming problems. But beside the necessity of widening access opportunities to computers in all stages of educational system of the country today, more efficient usage of ICT equipment including the urgency of perfection of technical supervision and support is becoming apparent distinctly. Not existing of technical supervision and support system or not being established according to the demands of the day, especially in regions limits opportunities of benefitting efficiently by installed computer equipments and digital educational resources.

Investigations indicate that one of the basic factors putting obstacles in the large usage of digital technologies in educational process in the republic is weak development of digital net infrastructure, not being enough surrounded with intercountry intranet of educational establishments and not being provided with high speed internet connection. Although at the moment internet connection was provided in higher schools of the republic, about 3 per cent of high schools and 12 percent of vocational schools have access to internet. Web sites have not been created in most of educational establishments; digital nets and unique intercountry portal have not been formed.

At the same time the development, spreading and implementation of textbooks with multimedia character and other educational resources to educational process is detaining. Recently some activities have been carried out; practical steps have been taken towards the formation of electronic educational systems. But improving of scientific-methodic base on the implementation of ICT, the development of unique electronic educational space at national level remains the main demand of the day.

One of the most actual problems on reforms of educational system in the Republic of Azerbaijan is the improvement of education management by implementation of ICT. Among these problems the improvement of normative legal base regulating the activity of local self-government and state organs in the sphere of implementation of ICT to education, completing of the development of the system of electronic database characterizing the status of this sphere requires special attention. Delivering the provision of educational system of the country with pedagogical and administrative personnel having high ICT knowledge and abilities to modern standards level is urgent issue.

“State program on informatization of educational system in the Republic of Azerbaijan in 2008-2012” (further State Program) was directed to efficient and complex solution of noted problems. The State Program was prepared in the base of “National strategy on information and

Communication technology for the sake of development of Azerbaijan Republic (2003-2012)” approved under the decree №1146 dated February 17, 2003 by the president of the Republic of Azerbaijan.

1.2. Objects and obligations

The main objective of the State Program is formation of unique national educational sphere by efficient implementation and usage of modern information and communication technologies in all stages of education and in terms of this the provision of opportunities for qualitative study for all layers of people, as well the creation of condition for integration of educational system of the country to the world educational space. In order to achieve this objective the corresponding duties are intended to carry out in the following directions.

The development of ICT infrastructure in educational system

-The improvement of material-technical base on information-communication of educational establishments, the perfection of their provision with computer and other necessary digital equipments;

-The improvement of the system of technical control and support to İCT equipments in educational establishments and the development of relation and cooperation among educational establishments;

- the creation of the corporative net infrastructure as well the system of management and control of net infrastructure in educational establishments;

- The use of intranet services and provision of the access to internet

The widening of the application of electronic educational technologies:

-development of modern complex of electronic scientific-methodic resources and their spreading;

-the creation of e-Learning resource base and its integration to educational process;

-carrying out of activities on the development of distant education in the country;

-the creation of information and resource centre on the implementation of İCT in education.

-the creation of unique educational portal and provision of support constantly.

-the organization of efficient usage of world information resources in education, the support for widening usage of interactive educational opportunities.

The informatization of management in the educational system

-The creation of unique information infrastructure in management and regulation system of educational sphere, the provision of the implementation of information systems and technologies in education management;

-The development of information systems in education management (ISEM), the widening of application of “e-government” principles.

-the provision of state bodies carrying out functions of education management with ICT equipment and corresponding programs;

Strengthening of personnel potential

-Carrying out of complex activities towards increasing literacy of pedagogical and administrative-management personnel of educational system on ICT;

- The improvement of the system of training and improvement of professional skills of pedagogical personnel by means of new methods and technologies;

-Carrying out of activities towards the improvement of personnel provision on ICT in the regions and especially in the villages and in remote areas;

-objective estimating of creative and innovative teachers and the creation of the system of efficient motivation;

The improvement of normative legal base:

-Carring out of monitoring of existing normative legal statements and documents on the usage and implementation of information and communication technologies in educational system;

-the development and carrying out of necessary norms and standards on informatization of educational process and education management;

- Carrying out of corresponding activities on improvement of normative legal base connected with the usage and implementation of ICT resources in education objectives and obligation of State Program;

1.3. The financial provision of the State Program

The financial aids demanded for execution of the State Program are provided by the state budget of the Republic of Azerbaijan and other sources being not contrary to legislation.


1. 4. Forthcoming results of the execution of the State Program

Forthcoming results of the execution of the State Program are the followings:

-The provision indicators of educational establishments with ICT equipment will be improved entirely, computer correlation falling to every pupil will be delivered at least to 20:1;

-Electronic educational and metodic resources on all subjects will be created;

-The usage of İCT will be shown in teaching plans and curriculums on all subjects.

-Opportunities of using new generation digital educational resources in secondary schools will arise, program resources will be used efficiently.

-new teaching forms (including distant education) will be applied and used;

- Opportunities of access to corporative and high speedy internet surrounding all educational establishments will be provided;

- Unique educational portal will be created for attraction and enlightenment of society into existing processes in educational system;

- An efficient integration of ICT to the education management will be provided, efficiency of management and monitoring of education will be increased.

- Educational establishments will be equipped with automated work places for management of educational process;

-Knowledge and abilities of pedagogical and administrative-management personnel of educational establishments on ICT will increase; local expert potential will be intensified.

-knowledge and abilities that will be used for many years by graduates of all educational stages in social, professional and cultural life on ICT will be acquired;

-Innovative and creative teachers will be supported;

-Opportunities of studying with qualitative and substantial educational program of ICT will be provided for all layers of people;

- Base of legal, normative, scientific-methodic and documents on integration of ICT to educational system will be formed.
